BoerBurgerBeweging — Farmer Citizen Movement — is a Dutch political party founded in 2019 by Caroline van der Plas, a journalist and agricultural sector communicator. It began as a response to the nitrogen crisis and the government's plans to reduce livestock farming near protected nature areas. What started as a rural protest voice became, within four years, a governing coalition partner.

Rise

BBB's breakthrough came in the March 2023 provincial elections, where it became the largest party in most provinces and therefore the largest bloc in the Senate. The result stunned the political establishment. The party had channelled the anger from the 2022 tractor protests — when farmers blocked highways, distribution centres, and government buildings — into electoral force.

In the November 2023 Tweede Kamer elections, BBB won 7 seats. It then joined the coalition with PVV, VVD, and NSC, giving the party its first ministerial posts. Agriculture went to BBB, in the form of Jaimi van Essen.

What it stands for

BBB positions itself as the voice of the countryside against an urban political establishment it says does not understand rural life. Its platform includes:

• Farmers first: oppose nitrogen reduction targets that force farm buyouts or closures
• Rural infrastructure: roads, broadband, public services outside the Randstad
• Scepticism of EU environmental directives: the Habitats Directive and Natura 2000 obligations are central targets
• Small government: reduce regulatory burden on ordinary people and businesses

The party draws support beyond farmers — from small business owners, rural municipalities, and voters who feel overlooked by the Amsterdam-centred political conversation.

The governing paradox

BBB's position since joining the coalition is structurally awkward. The party exists to protect farmers from nitrogen policy — but it is now the party responsible for delivering nitrogen policy. Each government package its own minister presents is met with protests from the same farming organisations BBB originally represented.

The June 2026 nitrogen package from minister Van Essen was immediately denounced by six major farming groups as "the removal of farmers" — the same language BBB used in opposition. See Stikstof for the ongoing dispute.

Caroline van der Plas remains the party leader and the dominant public face. She is a skilled communicator, direct in style, and has built a personal following that is wider than the party's strict rural base.
